Council Finance 


The Parish Council’s main income is via the precept (a mandatory demand) issued on Basingstoke & Deane Borough Council.  Under the Council Tax legislation, the precept covers the Parish Council’s needs for the ensuing financial year. This runs from 1st April to the following 31st March for all local authorities.  Basingstoke & Deane Borough Council collects the amount precepted as part of the Council Tax levied on the Council Tax payers in the parish.

The precept for the next financial year is usual decided in January.  The precept and budget are then published as part of the January minutes.

The Precept is paid in 2 instalments in April and September.

Grants received

The Parish Council receives an Annual litter grant from Basingstoke and Deane.  Other grants are applied for as required.



Rooksdown Parish Council has a budget for the award of grants. The Council can only award grants using certain legal powers; specific powers allow the Council to provide funding for specific activities or projects which the Council feels will be of benefit to Rooksdown and its residents. e.g. grants to a sport club, for a music festival or towards community celebrations of special events such as the Queen’s Diamond Jubilee. Where no other power is available, the Council may decide to use its power under Section 137 of the Local Government Act 1972, to award a grant where it feels that to do so will benefit some or all of its residents or some or all of the area. Grants to individuals and where residents of Rooksdown would not benefit are not permissible.

Grant applications are considered at Full meetings and, therefore, applications and any supporting documentation should be received by the Clerk at least 5 days before a meeting so it can be included on the agenda.

All applications must be accompanied by appropriate accounts or supporting financial information.  Forms and the supporting information must be sent to the Clerk to the Council.

Parish Meetings are generally held on the 4th Monday of the Month (except December & August) and will be held at The Community Centre from 7:30 to 10:00.
